During November, 13-14 Professor Pavel Zakharov took part in the scientific conference at Institute of Economics of Russian Academy of Sciences. The event was held in the building of the Presidium of the Russian Academy of Sciences. The conference participants  discussed the results of transformation of Russian economy during 1991-2016 and prospects of its development. As speaker Pavel Zakharov made report on section "Regional development, regional policy and Federative relations". In this report Pavel Zakharov told about the problems of personnel training for innovative economy as calls for regional flagship universities. In particular it was carried out about the project “OIPEC – Open Innovation Platform for University - Enterprise Collaboration: new product, business and human capital development”. Created within the framework of the project COILabs has been shown as an effective tool to overcome the problems of personnel training for the small innovative enterprises of the Vladimir region. Experience in the implementation of the OIPEC project  aroused great interest among the audience.
